ScienceDaily (June 23, 2012) ? People with celiac disease struggle with limited food choices, as their condition makes them unable to tolerate gluten, found in wheat and other grains. Researchers from the University of Brazil have developed a gluten-free pasta product from green banana flour, which tasters found more acceptable than regular whole wheat pasta. The product has less fat and is cheaper to produce than standard pastas.
Their research was just published in the Journal of the Academy of Nutrition and Dietetics.
"There was no significant difference between the modified pasta and standard samples in terms of appearance, aroma, flavor, and overall quality," reports lead investigator Renata Puppin Zandonadi, PhD, Department of Nutrition, University of Brazil. "Green bananas are considered a sub-product of low commercial value with little industrial use. For banana growers and pasta product makers, there is the possibility of diversifying and expanding their market."
Researchers compared a standard whole-wheat pasta preparation made from whole wheat flour and whole eggs with one made from green banana flour, egg whites, water, and gums. The alterations reduced the fat content and increased the protein value of the modified pasta, important because gluten removal typically reduces some proteins responsible for some sensory characteristics of pasta products. The egg whites and gum result in pasta that is less sticky than typical gluten-free pastas, and promote firmness, elasticity, moisture, and uniformity.
The modified pasta decreased fat content by over 98%. This reduction is particularly important to patients with celiac disease, because many gluten-free products compensate for the removal of gluten with high levels of lipid content.
Fifty testers who did not have celiac disease and 25 celiac disease patients compared the pastas. In both groups, the modified pasta was better accepted than the standard in aroma, flavor, texture, and overall quality, indicating that the product can possibly be commercialized to a wider market than just those with celiac disease.
The modified pasta had a high quantity of resistant starch, which may help control glycemic indexes, cholesterol, intestinal regularity, and fermentation by intestinal bacteria. "Considering that untreated celiac disease promotes cancer in intestinal cells and a highly inflammatory mucosal status, developing gluten-free products with bioactive compounds such as the ones present in green banana flour is important for celiac disease patients," concludes Dr. Zandonadi. "Patients will benefit from ingesting a product with a better nutritional profile made from an ingredient that is produced and consumed throughout the world."

Beyond any real estate permanently inundated, such an increase would bring some $100 billion worth of facilities that currently are high and dry into a new 100-year flood plain, according to previous studies that assumed a comparable increase in sea levels. Those facilities include power plants, airports and seaports, and other big-ticket pieces of infrastructure.
The council, the research arm of the National Academy of Sciences in Washington, produced the report at the request of the state of California.
The study is expected to become a common frame of reference that coastal communities can use to plan their adaptation measures, says Heather Cooley, co-director of the water program for the Pacific Institute, based in Oakland, Calif. The institute focuses on environmental issues and on the sustainable use of resources.
The NRC's estimates are higher than some previous estimates because they take advantage of more recent research than earlier estimates ? notably those estimates published in 2007 by the United Nations-sponsored Intergovernmental Panel on Climate Change (IPCC).
The NRC's estimates are the latest but not the final word on the subject, Ms. Cooley cautions. As techniques for measuring and analyzing sea-level data improve, and as climate models improve, the numbers are likely to change. The biggest uncertainty: how quickly humans move to curb greenhouse-gas emissions ? most notably carbon dioxide ? in terms of fossil-fuel and land-use changes.
For now, however, "communities can begin to use this as part of their adaptation planning," she says.
The report underscores that several factors combine to determine sea-level rise in any one location. Local wind and ocean-circulation patterns, and even the West Coast's shifting crustal plates, which generate earthquakes and raise volcanoes, can play a role. A magnitude 8 quake along the Cascadia Subduction Zone off the Pacific Northwest, for instance, could significantly change a coastal community's height above sea level within seconds, according to the study. Intense El Ni?o events can boost sea levels in winter by as much as a foot. Changes to the mass of icecaps in Alaska, Greenland, and Antarctica alter sea levels on the West Coast by changing the distribution of mass on the planet, inducing regional changes in Earth's gravitational field.
Rising sea levels triggered by global warming are superimposed on these natural factors. Warming by itself affects the oceans in several ways. The ocean expands from heating alone. Melting land-based ice contributes. And human-induced changes to river flows also have an effect: Dams tend to reduce rivers' input of water to the oceans, while heavy use of aquifers can increase the flows to the sea.
Between the 2007 IPCC report and the NRC study, new studies have shown thermal expansion to have played a smaller role in sea-level rise than the IPCC estimated. But melting ice's role has grown. The latest estimates attribute 65 percent of the rise in global average sea levels between 1993 and 2008 to melting ice. Ground water and water stored in reservoirs in effect cancel each other out.
The NRC estimates that by 2030, global average sea levels could rise between three and nine inches over 2000 levels, range from six inches to two feet by 2050, and from 19 to 55 inches by 2100. The IPCC's upper estimate from 2007 projects as much as a 23-inch rise by 2100.
For the West Coast, the NRC's figures by century's end are much higher than the IPCC's 2007 projection as well, although different regions take different paths. The report notes that depending on the rate of sea-level rise, north of California's Cape Mendocino, sea levels along the coast could fall roughly a tenth of an inch or more during the first half of the century, largely because of the impact of subduction along the Cascadia Subduction Zone.
As the Pacific Plate slides beneath the Juan de Fuca Plate, it puts upward pressure on the crust to the east. Although the NRC's projections show considerable sea-level rise north of the cape during the latter half of the century, it remains somewhat less than elsewhere along the coast because of this tectonic process. By 2100, the NRC projects an average rise of between four inches and 56 inches north of the cape, and between 17 inches and 66 inches south of it.
The broad ranges in the NCR's estimate reflect in no small part uncertainties in the future rate of glacier and icecap melting, as well as in changes to land height, among other issues. The committee acknowledges that the uncertainties grow larger the further out they try to project.
Regardless of which end of the estimates proves the more likely as time passes, averages don't tell the whole story, adds Robert Dalrymple, a civil engineer at the Johns Hopkins University in Baltimore who chaired the NRC committee conducting the study.
"As the average sea level rises," he said in a prepared statement, "the number and duration of extreme storm surges and high waves are expected to escalate," increasing the risk of the destruction of wetlands, the erosion of beaches and coastal bluffs, and flooding. ?

Some Norwegian women with birth anxiety face additional trauma in their meeting with the country's health service, according to research carried out in Stavanger.
The Cesarean section rate is rising in most developed countries and many pregnant women around the world suffer from a fear of childbirth. In Norway, birth anxiety affects one in five pregnant women and can prompt some to demand a Caesarean delivery. But the question is how afraid a woman must be before her wishes are heard.
Unlike many other countries, Norway does not give women an automatic right to a Caesarean although their wishes are meant to be taken into account in the assessment.
"A number find their anxieties are not taken seriously," says postdoctoral researcher Ellen Ramvi at the University of Stavanger (UiS). "This has a big effect on the way they experience the birth and its aftermath."
The case histories of five women who gave birth vaginally after requesting a Caesarean were studied by Ramvi and midwife Margrethe Tangerud at Stavanger University Hospital.
They wanted to identify how these expectant mothers experienced their reception by health personnel when they asked for the operation.
Their research shows that the process of reaching a decision on how the baby is to be delivered is difficult both for the women themselves and for the midwives and doctors.
Legitimate the fear
The women covered by the study reported they had difficulties feeling secure about giving birth and about their relationship with the medical personnel.
"We interpreted our interviews to suggest that some women 'deserved' to get help and understanding for their birth anxiety," explains Tangerud.
"That applied to those expectant mothers whose fears could be explained and understood by the health personnel. When the latter could find no obvious reason for the birth anxiety, the women experienced little understanding of their wish for a Caesarean."
In other words, the women felt that they had to legitimate their fear of giving birth in order to be met with any respect by midwives and doctors.
"Every woman has the right to have her anxieties taken seriously," says Ramvi. "That also applies to the ones who can't explain or don't understand the reasons for their own fears."
"The most important job of midwives and doctors is to take account of the woman's anxieties, not to attempt to treat these concerns."
Inhumane decisions
One of the women in the study reported that her anxiety was so great that she felt prepared to sacrifice the baby to avoid a vaginal delivery.
"Being told that I'd have to give birth that way was awful," she said. "I thought I was going to die. The doctor looked so stern. I felt he was cross. I think you can become so afraid of giving birth that the child becomes unwanted."
Another of the subjects said: "Nobody listened when I tried to explain my position. I was quite simply not given a choice. It was an inhuman decision."
Three of the women in the study had a difficult time with their child after the birth, and had substantial problems in bonding with it.
Ramvi and Tangerud believe that health personnel must help women with birth anxiety to break out of a vicious circle where they fight their fear before, during and after birth. The anxiety often carries over to a subsequent pregnancy.
"Midwives and doctors mustn't make a bad position worse," says Tangerud. "They must respond with an active and open dialogue and by respecting the feelings these women are suffering from."
"Health personnel must be aware that women have the right to participate in the decision on Caesarean or vaginal delivery," agrees Ramvi. "Expectant mothers must feel that their voice is heard on the way to reaching this decision."

The video/audio of a comment supposedly made by the former Saints defensive end during the third quarter of the 2009 NFC title game provides further proof of Drew Brees? point (even if it wasn?t articulated the best way possible) that the media has more power than anyone realizes.
The NFL, however, fully realizes.
And the NFL used the power of the media to make millions believe on Monday that Saints defensive Anthony Hargrove said, ?Bobby, give me my money? after being told by assistant head coach Joe Vitt that Vikings quarterback Brett Favre may have suffered a broken leg in the 2009 NFC title game.
The seed was planted and fertilized when a dozen members of the media covering Monday?s appeal hearing received an invitation to witness an encore performance of former prosecutor Mary Jo White?s summary of evidence.? The relevant excerpt from the transcript of the media session contains White?s explanation, comments from NFL Security chief Jeff Miller, comments from NFL spokesman Greg Aiello, and two of the members of the media ? Peter King and Jim Varney.
White initially explained that the video contains Hargrove?s ?voice and picture.?? After the video was shown once to the members of the media, Aiello suggested that the media pay attention to Hargrove winking and smiling after hearing that Favre broke his leg.? White later claims that Hargrove ?smiles and winks and states, ?Bobby, pay me my money.??

White, perhaps not recognizing in that moment the ironic link to a very common lawyer joke, says, ?Because you can see his lips moving.?
But here?s the problem, and I didn?t notice this the first time I saw the video.?
When Hargrove?s lips can be seen moving, his voice can?t be heard.
Only after Hargrove?s face is fully obscured by the head and shoulders of defensive tackle Remi Ayodele are the words ?give me my money? audible.
No one has questioned this because the media present at the session was told ? and in turn told the rest of us ? that Hargrove said, ?Bobby, give me my money.?? Even Peter King, who seemed curious and a bit skeptical in the transcript, affirmatively stated twice in his article following the media session that Hargrove said what the NFL claims he said.
Watch the video.? At most, Hargrove is the one who says ?Bobby.?? By the time ?give me my money? comes out, Hargrove?s mouth and face and head are obscured by Ayodele.
Also, don?t forget that Hargrove didn?t apply the hit that resulted in Favre possibly having a broken leg.? Instead, Favre had been hit low by McCray and high by Ayodele.? So why would Hargrove be asking for any money at all?
None of this changes the fact that, barring evidence that the phrase was added artificially after the fact (I?m not saying it was . . . yet), someone said ?give me my money.?? Which supports the conclusion that there was a bounty on Favre.
But I don?t believe the video shown by the league to the media shows that Hargrove said it.? And I can?t believe that the NFL presumes conclusively that he said it.? And I can?t believe the NFL sold it as fact to the media.? And I can?t believe the media swallowed the hook.
And I can?t believe I didn?t pay close enough attention to figure it out before today.
And given Hargrove?s passionate denial that it?s his voice, I believe him.
This serious flaw in the presentation of the evidence necessarily undermines the league?s entire investigation, further reinforcing the importance of asking tough questions about the proof, the process, and all other aspects of the case.? Regardless of whether the players are guilty or innocent, the NFL has peddled to the public, via the media, a stream of inconsistencies, mischaracterizations, and embellishments that raise legitimate concerns about the competence and/or the motives of everyone whose fingerprints are on the file.
UPDATE 8:44 p.m. ET:? A prior version of this item explained that, when Hargrove?s lips are moving, his words aren?t audible.? I?ve studied the video several more times, and it now appears to me that Hargrove is the one who says, ?Bobby.?? However, by the time ?give me my money? is uttered, Hargrove?s face and head and mouth are obscured.? Thus, the video doesn?t prove who said it.? It could have been Hargrove.? It could have been Ayodele.? (It would make more sense if the league were claiming it was Ayodele, since he hit Favre high when ?Bobby? hit Favre low.)? It also could have been someone outside of view of the camera, talking about something completely unrelated to Favre?s apparently injury.

ScienceDaily (June 20, 2012) ? With a single drug treatment, researchers at the Ludwig Institute for Cancer Research at the University of California, San Diego School of Medicine can silence the mutated gene responsible for Huntington's disease, slowing and partially reversing progression of the fatal neurodegenerative disorder in animal models.
The findings are published in the June 21, 2012 print issue of the journal Neuron.
Researchers suggest the drug therapy, tested in mouse and non-human primate models, could produce sustained motor and neurological benefits in human adults with moderate and severe forms of the disorder. Currently, there is no effective treatment.
Huntington's disease afflicts approximately 30,000 Americans, whose symptoms include uncontrolled movements and progressive cognitive and psychiatric problems. The disease is caused by the mutation of a single gene, which results in the production and accumulation of toxic proteins throughout the brain.
Don W. Cleveland, PhD, professor and chair of the UC San Diego Department of Cellular and Molecular Medicine and head of the Laboratory of Cell Biology at the Ludwig Institute for Cancer Research, and colleagues infused mouse and primate models of Huntington's disease with one-time injections of an identified DNA drug based on antisense oligonucleotides (ASOs). These ASOs selectively bind to and destroy the mutant gene's molecular instructions for making the toxic huntingtin protein.
The singular treatment produced rapid results. Treated animals began moving better within one month and achieved normal motor function within two. More remarkably, the benefits persisted, lasting nine months, well after the drug had disappeared and production of the toxic proteins had resumed.
"For diseases like Huntington's, where a mutant protein product is tolerated for decades prior to disease onset, these findings open up the provocative possibility that transient treatment can lead to a prolonged benefit to patients," said Cleveland. "This finding raises the prospect of a 'huntingtin holiday,' which may allow for clearance of disease-causing species that might take weeks or months to re-form. If so, then a single application of a drug to reduce expression of a target gene could 'reset the disease clock,' providing a benefit long after huntingtin suppression has ended."
Beyond improving motor and cognitive function, researchers said the ASO treatment also blocked brain atrophy and increased lifespan in mouse models with a severe form of the disease. The therapy was equally effective whether one or both huntingtin genes were mutated, a positive indicator for human therapy.
Cleveland noted that the approach was particularly promising because antisense therapies have already been proven safe in clinical trials and are the focus of much drug development. Moreover, the findings may have broader implications, he said, for other "age-dependent neurodegenerative diseases that develop from exposure to a mutant protein product" and perhaps for nervous system cancers, such as glioblastomas.

Spain found it increasingly difficult to find buyers for its debt Tuesday when it had to pay a sharply higher interest rate in an auction of short-term bonds, highlighting growing concerns that the country might eventually need foreign help to finance itself.
The Treasury raised (EURO)3.39 billion ($4.28 billion) in 12- and 18-month bills - more than its upper target of (EURO)3 billion - and while demand was robust, the borrowing costs skyrocketed. The interest rate, or yield, on the 12-month bills rose to 5.07 percent from 2.98 percent at the last such auction on May 14. The rate on the 18-month bills soared to 5.10 percent from 3.3 percent.
Marc Ostwald of Monument Securities said that while Spain met its sale target for the debt auction on Tuesday, "the yields at which these were sold can only be described as prohibitively expensive."
In the secondary market, where issued debt is traded openly, the yield on 10-year Spanish bonds remained perilously high and above the 7 percent level for much of the day. But the rate closed at 6.99 percent, down 0.13 percentage points from the previous day. Stocks finished up 2.7 percent on Madrid's main index.
Worries about Spain's ability to repay its debt grew last week when the country agreed to accept a eurozone loan of up to (EURO)100 billion to shore up its ailing banks, which are sitting on massive amounts of soured real estate investments.
The big fear is that, as the money will count as a loan and raise Spain's overall debt load, the country's financing costs will suffocate the government as it tries to wade its way through a recession and a 24.4 percent jobless rate.
If Spain is pushed into paying such high rates for short-term debt, it not only needs a eurozone rescue package for its banks but "an outright bail-out package," Ostwald said.
"It is becoming very difficult to see how it can manage without that beyond the end of the third quarter, unless yields fall dramatically!"
Spain can survive the current high interest rates for weeks or even months, analysts say, but not in the longer term. If it becomes clear that the borrowing rates will not come back down, Spain will likely have to ask for a European bailout - money that would come at lower interest rates than those offered by bond markets. The problem is that Spain's (EURO)1.1 trillion economy is the eurozone's fourth-biggest and larger than those of bailed-out Greece, Ireland and Portugal combined.
The Spanish economy minister, attending the Group of 20 world leaders' summit in Mexico, said the country is being punished unfairly in debt markets.
"We in the government are convinced that the current situation of punishment in the markets, what we're suffering from today, doesn't correspond with the efforts, or the potential, of the Spanish economy," Luis de Guindos said Monday. "This is something that will have to be recognized in the coming days and weeks."
Spain is waiting for the two independent audits of its banks, due to be presented to the government Thursday, to determine how much of the (EURO)100 billion eurozone rescue loans Spain will tap. Investor sentiment toward Spain will in coming days depend upon the sum of loans demanded as well as any support measures announced by European leaders.
Markets were also rattled ahead of the auction by news that the second part of the audit has been delayed from late July to September.
Michael Hewson, senior market analyst at CMC Markets UK, said the rise in the Spanish 10-year bond rate this week "once again puts Europe's fourth largest economy squarely in the cross hairs as the probable next candidate for a bailout."
"Fears about growing bad debts and deposit outflows from Spanish banks have proved a toxic combination as European leaders dither on what the next steps in the crisis should be."

CEO Steve Ballmer was on hand to announce the new tablet, calling it part of a "whole new family of devices" the company is developing.
One version of the device, which won't go on sale until sometime in the fall, is 9.3 millimeter thick and works on the Windows RT operating system. It comes with a kickstand to hold it upright and a touch keyboard cover that snaps on using magnets. The device weighs under 1.5 pounds and will cost about as much as other tablet computers. Its debut is set to coincide with the upcoming fall release of Microsoft's much-anticipated Windows 8 operating system.
Steven Sinofsky, president of Microsoft's Windows division, called the device a "tablet that's a great PC ?a PC that's a great tablet."
A slightly thicker version ?still less than 14 millimeters thick and under 2 pounds ? will work on Microsoft's upcoming Windows 8 Pro operating system and cost as much as an Ultrabook, the company said. The pro version comes with a stylus that allows users to make handwritten notes on documents such as PDF files.
Each tablet comes with a keyboard cover that is just 3 millimeters thick. The kickstand for both tablets was just 0.7 millimeters thick, less than the thickness of a credit card.
Microsoft has been making software for tablets since 2002, when it shipped the Windows XP Tablet PC Edition. Many big PC makers produced tablets that ran the software, but they were never big sellers. The tablets were based on PC technology, and were heavy, with short battery lives.
Microsoft didn't say how long the?Surface?would last on battery power.
Microsoft's decision to make its own tablet is a departure from the software maker's strategy the personal computer market. With PCs, Microsoft was content to leave the design and marketing of the hardware to other companies, such as Hewlett-Packard, Dell, Lenovo and Acer, that licensed the Windows operating system and other software applications.
The more hands-on approach with its tablet indicates that Microsoft either lacks confidence in the ability of its PC partners to design compelling alternatives to Apple's iPad or it believes it needs more control to ensure Windows plays a major role in the increasingly important mobile computing market.

?Here?s a deal few businesses would refuse: Buy an insurance policy to protect against losses ? even falling prices -- and the government will foot most of the bill.
That?s how crop insurance works.
The program doesn?t just help out farmers, however. The federal government also subsidizes the insurance companies that write the policies.?If their losses grow too big, taxpayers will help cover those costs.
In the farm bill now making its way through the Senate, crop insurance will cost taxpayers an estimated $9 billion a year.
Lawmakers, farm groups and insurance companies say the program is a vital safety net, designed to keep farmers in business when bad weather strikes or markets go haywire. But critics say it?s a wasteful and fast-growing subsidy that could have perverse consequences, not just for taxpayers, but for rural lands.
In Washington, where farmers have long been the recipients of government support, the heightened role of crop insurance in the five-year farm bill is being described as reform.
"This is not your father's farm bill," says Sen. Debbie Stabenow, a Michigan Democrat who chairs the Senate Agriculture Committee. ?This farm bill represents the greatest reform of agriculture policy in decades.?
To be sure, the Senate version of the bill -- which awaits action by the House -- does cut spending by about $24 billion over the next decade to a total of $969 billion. It does so largely by eliminating direct payments to farmland owners, which are paid whether they grow crops or not.
These direct payments, amounting to about $5 billion a year, have been assailed for years by taxpayer advocates and environmentalists who complain that they flow mostly to large farms that grow commodity crops like corn and soybeans. They accounted for about 10 percent of the farm sector?s $109 billion in income last year, with more than half going to farmers making more than $100,000 a year.
Now that direct payments are on the way out, farm-state legislators and industry groups say an expanded crop insurance program is needed to protect farmers from risk in an inherently volatile industry. Without it, they might not produce commodity crops such as corn, soybeans, wheat, and cotton at the levels, and prices, the nation has enjoyed.
Crop insurance helps farmers and ranchers manage risk and ensure an ?ample and stable U.S. food, fiber, feed and fuel supply,? said Tim Weber, president of the crop insurance division at Cincinnati-based Great American Insurance Co. in congressional testimony in May.
But critics say the fast-growing crop insurance program will cost as much as or more than the direct payments that it would replace. That?s because the government covers nearly 60 percent of farmers? premiums and subsidizes the costs of private insurance companies, including those based overseas, to write the coverage for farmers. If insurers suffer a loss, the government will backstop the losses, much as a big reinsurance company assumes the risks of individual insurers. It also assumes most of the risk for policies placed in a special assigned risk fund.
Crop insurance is ?a very wasteful approach to risk management,? says Vincent Smith, an agricultural economist at Montana State University. ?The agriculture and insurance industries are stunningly overcompensated.?
Because the insurance reduces risk so dramatically, it encourages farmers to expand into marginal lands and ecologically sensitive areas like prairie grasslands. While farmers who accepted direct payments had to follow conservation measures, there are no such conditions attached to crop insurance, to the dismay of environmentalists and former government officials who say such measures were a success.
Crop insurance took root in the late 1930s after the devastating impact of the Dust Bowl. For decades, the government supported a modest program that covered farmers? losses from bad weather or pests. New crops and insurance products were added over the years but, as recently as 2000, crop insurance cost the government just $951 million, according to a Government Accountability Office report.
Since then, the program has grown dramatically. Last year, the price tag hit $7.3 billion. The annual subsidy for premiums for existing crop-insurance programs will grow to about $9 billion a year, or about $90 billion over the next decade, the Congressional Budget Office estimates.
Furthermore, a provision in the Senate bill would add a so-called ?shallow loss? provision that would cover losses as small as 10 percent, effectively subsidizing farmers? insurance deductibles.
Critics say the shallow loss program could cost $8 billion to $14 billion a year, which is more than the direct payments it replaces. Farm-bill supporters say it will cost less. If commodity prices were to fall dramatically from their current levels, the government?s exposure would be bigger.
None of this has received much scrutiny outside the agricultural policy world because crop insurance is but one element of the complex, 1,010-page, five-year, $480-billion farm bill.? The law cobbles together food stamps and nutrition programs for the poor, which account for about 80 percent of the spending, rural community development, agricultural research, forestry and conservation programs. But in places like Iowa, which gets more farm subsidies than any other state but Texas, people are paying attention.
Odd bedfellows
Farm politics makes odd bedfellows.
The American Enterprise Institute is a free-market think tank that wants the government to leave business alone. The Environmental Working Group favors regulation of products ranging from cell phones to sunscreen.
Both oppose the expansion of crop insurance.
To marshal support for their cause, the two groups turned to America?s leading critic of crop insurance, a wiry, matter-of-fact agricultural economist from Iowa named Bruce Babcock. Ironically, he helped create an early form of crop insurance for the Department of Agriculture.
Babcock, 54, has a unique perspective on the farm economy. He?s a faculty member at Iowa State University in Ames, who also farms. He also understands the labyrinthine world of obscure agencies, acronyms and special interests that make up U.S. agricultural policy.
Crop insurance as currently designed has ?zero benefit? to the public, Babcock said in a recent interview in his university office. It?s become unjustifiably expensive because of the extraordinary costs to deliver to program.
He believes farmers would do just as well with a scaled-back version of the program that offers a base level of coverage at no cost, and then lets growers buy additional insurance out of their own pocket.
Still, as a farmer who grows corn and soybeans on 200 acres of gently rolling farmland not far from campus, he is a recipient of the very crop insurance subsidies he criticizes. Refusing the assistance would be like leaving money on the table, he says. As long as it?s offered, farmers will take it.?
His farming partner, Travis Wearda, 35, farms 2,700 acres of corn and soy. He, too, recognizes that the crop insurance subsidies that he receives would be hard to justify to someone in another line of work.? ?I honestly don?t think I would be able to,? he says.
Because Wearda has to sink so much money into his fields before harvest -- in rent, seeds, herbicides, fertilizer, labor and production costs -- crop insurance gives him the comfort that he will at least break even if his land is hit by drought or grain prices go haywire. Without the subsidies, he says, he would buy less insurance and maybe take a more conservative approach to farming, say, by planting later in spring when the weather tends to be more predictable.
Skewing farming to more risky practices is a reason for concern, the critics say. If the bets pay off, then the farmer wins. But if they do not, then the government program makes up the losses so the farmer can bet again the following year. It?s a system of ?socialized losses and privatized gains,? says Montana State?s Smith.
Despite repeated requests, neither the crop insurance industry association, National Crop Insurance Services, nor Sen. Stabenow were available for comment.
Speaking for insurers at a House subcommittee hearing in May, Weber of Great American Insurance Co., said:? ?We firmly believe that crop insurance should remain (farmers?) core risk management tool, and we are committed to the public-private partnership of program delivery, which directly supports more than 20,000 private sector jobs across the country.?
A bonanza for crop insurers
The biggest crop insurance program, known as ?federal crop,? is administered by the USDA?s Risk Management Agency in a partnership with 15 private insurance companies. This is the $7.3 billion-a-year program under which taxpayers pick up about 60 percent of farmers? premiums and cover about 18 percent of insurance companies? operating costs.
The program has been a bonanza for crop insurance companies and the independent agents who sell the policies, according to Babcock, who has authored two reports critical of crop insurance for EWG.
He found that for every $2 the government spends on crop insurance, $1 goes to the insurance industry. Montana State?s Smith -- who worked with Babcock and another economist on a report for the American Enterprise Institute -- differs a bit: He estimates the industry gets $1.44 for every $1 in premium subsidies that flow to farmers.
Even in bad years, the insurers do fine, partly because premiums have risen in lockstep with crop prices. Last year, for example, was a tough one for farmers, with droughts in the southern Plains, hard freezes in Florida and flooding along the Mississippi and Missouri rivers. But the crop insurance companies posted nearly $2 billion in profits in 2011, according to Babcock and his colleagues.?
Between 2001 and 2011, the industry generated $11.8 billion in profits, their studies found. Participating companies include Wells Fargo, John Deere Insurance Co., Switzerland?s Ace Ltd. and Australia?s QBE Insurance Group.
Among the 486,867 farming operations that got federal crop insurance last year, more than 10,000 received federal subsidies of $100,000 to $1 million, according to USDA data released this month under a Freedom of Information Act request filed by the Environmental Working Group. Twenty-six got more than $1 million. The farmers? names were not disclosed.
?Can you tell me another industry that enjoys this level of protection?? asks Craig Cox, senior vice president for agriculture and natural resources for Environmental Working Group.
Following the disclosure, Sens. Jeanne Shaheen, D-N.H., and Pat Toomey, R-Pa., introduced an amendment to cap insurance subsidies that an individual farmer can receive at $40,000 per year. It would save $5.2 billion over 10 years.??
While that measure will be debated, even critics realize the underlying program has a tremendous amount of support. ?Crop insurance is the holy grail of the farm bill,? said Ferd Hoefner, policy director of the National Sustainable Agriculture Coalition, an advocate for policy reform.
