Since it began on May 7, Putin's third term in the Kremlin has appeared mostly defensive and downbeat. The swagger and brag of his first two terms is absent; he hasn't even made one of his trademark TV appearances with wild animals or engaged in manly, bare-chested sports.

One of Putin's first actions as president was to appoint as presidential envoy to the Ural Mountains region a hard-faced tank factory worker named Igor Kholmanskikh, who had no formal qualifications for the job. His main selling point: Kholmanskikh had earned Putin's gratitude by appearing on national television, vowing that he and his co-workers were ready to come to Moscow to fight protesters who had started rising up en masse.

The appointment underlined Putin's characterization of the protesters as a pampered and deluded elite and suggested he could try to exploit class resentments. "He has rejected pretensions of being the president of all Russia ... he has started to work exclusively with the image of 'the leader of the simple people'," author and commentator Boris Akunin wrote in his blog this week.

CONTROVERSIAL LAWS

Under one of the signature measures passed during Putin's first 100 days, the maximum fine for participating in unauthorized protests shot up 150 times, to 300,000 rubles (about $9,000). Authorities so far have given permission to hold occasional mass protests, but that leash could be reeled in at any time.

Soon afterward came a law requiring non-governmental organizations engaging in ill-defined "political activity" and receiving money from abroad to register as foreign agents. The law reinforces Putin's repeated claims that the United States and the West are funding efforts against him and plays to the strong streak of nationalism in Russia. But it could also be read as a tacit confession of weakness ? that a vast and proud country is nonetheless very vulnerable.

Another new law calls for a blacklist to ban websites that carry content deemed harmful to children. But the list itself will be kept secret and critics say the law could be used to shut down troublesome pro-opposition sites.

CLUMSY CONCILIATION

Amid the flurry of tough and ominous measures, Putin has made a couple of small attempts to appear less rigid, though with questionable success.

In a visit to a camp for politically active youth, Putin said his notorious remark likening the opposition demonstrators' white ribbon symbol to condoms wasn't intended as an insult. Instead, he said, he meant he was offended that they were using a foreign-inspired political "technology."

Two weeks ago, he said he hoped the punishment for?Pussy?Riot's?guerrilla performance in Moscow's main Orthodox cathedral would not be "too severe." That skirted the question of whether the past five months that the band members have spent in jail wasn't severe.

WHAT'S AHEAD

With more than 2,000 days to go in his current term, Putin faces some significant challenges.

Most immediately, the opposition will try to revive the mass demonstrations that went on hiatus during the summer vacation season. Organizers have called for the next one in Moscow to be held Sept. 15. There's no word yet on whether city authorities will give permission for it, and whether large numbers of protesters would risk running afoul of the new tough law on unauthorized demonstrations.

Much of Putin's power stems from the prosperity that took hold of Russia during his previous terms. But that hinges to a large extent on oil and gas exports, both of which are vulnerable. Extensive shale gas development outside Russia could reduce revenues for the Kremlin's coffers and deprive Russia of some of the political leverage it has overseas.

But Putin has at least one presumably happy time to look forward to ? the 2014 Winter Olympics in Sochi. Winning the bid was a standout moment of his previous time in the Kremlin and he's sure to put the full force of his power into holding games that will attract millions of admiring eyes to Russia.

While asking about public transportation to and from the office might seem innocuous, career management and executive coach Bettina Seidman said it can turn off an employer. "Find it yourself," Seidman said. "If you have to ask about trains and buses nearby, how will you work on complicated projects?"

"Can I work from home?"

Working from home may be possible for some jobs at some point, but Bruce Hurwitz, president and CEO of Hurwitz Strategic Staffing, said it will happen only after trust has been established.

"Raising it during the interview process raises concerns that maybe the candidate has some home-related issues that they are hiding," Hurwitz said. "Of course, it could simply be because of the commute, but the time to ask the question is after the employer knows they can trust your work ethic."

"Is there a probationary period?"

Jeff Kear, owner of Planning Pod, said asking about a potential probation period for new employees can raise all sorts of red flags.

"It sounds like you've been fired in the past or somehow expect to perform poorly at some point," Kear said. "Even if you have been fired or let go ? and many of us have ? don't tip your hand by asking how any poor performance on your part would be handled."

Instead, Kear suggests phrasing the question in a way that touches on the performance-evaluation process.

"What does the company do?"

Asking to hear about the company and what it does is a huge no-no, according to Josh Tolan, CEO of Spark Hire, because the candidate should have come prepared, having thoroughly researched the business.

"You should be able to ask questions about specific company programs or how they plan to address industry trends," Tolan said. "Don?t ask a question which makes it obvious you?ve done zero research on the place you'd like to work."

"Is there on-site child care?"

Roxanne Hewertson, principal of the Highland Consulting Group, said asking if a company has on-site child care advertises the candidate's family status, which can come back to bite the interviewee.

"Since they can't legally ask about your family, you could leave them with the impression that your children's child care is not just a consideration but a problem," Hewertson said. "Once you have the job offer, you can ?and should ?feel free to ask about child care options, but not before."

"Will you check my Facebook page?"

Illinois and Maryland prohibit employers from asking for Facebook passwords, but not all states offer such protection. Rachel Dotson, content manager at ZipRecruiter, said you do not want to bring it up yourself.

"Merely asking the question plants the seed in the hiring manager's mind," Dotson said. "Soon enough, she may find herself wondering what you have to hide."

It's very similar to asking if the employer requiresdrug tests, according to Dotson. "The fact that you're even asking says you're guilty."

"Do you pay for overtime?"

Employers want people who are committed to the company and willing to do whatever it takes to get the job done without expecting to be paid extra, so asking about overtime isn't a good question during a job interview, according to Sanjay Sathe, co-founder and CEO of RiseSmart.

"By asking if you get paid extra for working more, you're showing your potential employer that you plan on doing the bare minimum," Sathe said. "This question shows a lack of drive, which is a huge red flag for employers."

"How often do you give raises?"

Attorney Edmond El Dabe said asking about eligibility for a raise is inappropriate because it puts the cart before horse.

"This question indicates that the applicant is unhappy with the pay, which could mean that once they are hired, they could turn around and leave," El Dabe said. "An employer wants to feel that the employee wants the job regardless of whether or not they will get a raise."

"How often do employees get paid?"

Asking how often employees are paid can imply that a job candidate is having financial problems, according to Susie Hall, president of the creative staffing firm Vitamin T.

"Even if it's true, it is not the best information to share at work," Hall said. "Plus, you'll appear to care more about what's in it for you than about what you can bring to the company to make them successful."

"Do you offer flex time?"

Caitlin Hofherr, owner of lifestyle management agency Alter Ego Concierge, said candidates questioning work/life balance is a common mistake she sees in interviews.

"You're being hired to make someone else's life easier, not the other way around," Hofherr said. "No one wants to be asked about hours or schedules; it alludes to clock watching."

Hofherr said it is great to want a successful work/life balance but noted it must be earned over time.

The typical snoring noises occur when the affected person tries with great effort to get air through the blocked airways.

From there, an ultrathin cable leads to the bottom edge of the ribcage where diaphragm movement is measured and individual breathing frequency is monitored. Two earthquakes in Iran kill 250 and injure 1,800

DUBAI (Reuters) - Two powerful earthquakes killed 250 people and injured around 1,800 in northwest Iran, where rescue workers frantically combed the rubble of dozens of villages throughout the night and into Sunday as medical staff desperately tried to save lives.

Thousands huddled in makeshift camps or slept in the streets after Saturday's quakes in fear of more aftershocks, 40 of which have already struck.

Casualty figures are expected to rise, Iranian officials said, as some of the injured were in critical condition while others were still trapped under the rubble inaccessible to rescue workers hampered by darkness in the first hours after the quakes.

Six villages were destroyed and about 60 sustained more than 50 percent damage, Iranian media reported. About 110 villages were damaged in the quakes, Deputy Interior Minister Hassan Ghadami was quoted by Fars as saying.

Photographs posted on Iranian news websites showed numerous bodies, including children, lying on the floor of a white-tiled morgue in the town of Ahar and medical staff treating the injured in the open air as dusk fell.

Other images showed massive destruction wrought by the earthquakes and rescue workers digging people out of the rubble, some alive, many dead.

Iran is situated on major fault lines and has suffered several devastating earthquakes in recent years, including a 6.6 magnitude quake in 2003 that reduced the historic southeastern city of Bam to dust and killed more than 25,000 people.

The U.S. Geological Survey measured Saturday's first quake at 6.4 magnitude and said it struck 60 km (37 miles) northeast of the city of Tabriz at a depth of 9.9 km (6.2 miles). A second quake measuring 6.3 struck 49 km (30 miles) northeast of Tabriz 11 minutes later at a similar depth.

Ghadami said 250 people had been killed and about 1,800 injured, Fars reported. A local emergency official told the Iranian Students' News Agency (ISNA) that about 2,000 people were believed to be injured.

The second quake struck near the town of Varzaghan. "The quake was so intense that people poured into the streets through fear," said the news agency Fars.

COLLAPSED BUILDINGS

Hundreds of people were rescued from under the rubble of collapsed buildings but nightfall severely disrupted emergency efforts.

"Unfortunately there are still a number of people trapped in the rubble but finding them is very difficult because of the darkness," Fars quoted the national emergency head Gholam Reza Masoumi as saying.

IRNA quoted Bahram Samadirad, a provincial official from the coroner's office, as saying: "Since some people are in a critical condition ... it is possible for the number of casualties to rise."

Interior Minister Mostafa Mohammad-Najjar has arrived in the area and was holding meetings with local officials meant to coordinate the emergency response, ISNA reported.

The hospital in Varzaghan, staffed by just two doctors and with shortages of medical supplies and food, was struggling to cope with about 500 injured, the Mehr news agency reported.

The earthquakes struck in East Azerbaijan province, a mountainous region that neighbors Azerbaijan and Armenia to the north and is predominantly populated by ethnic Azeris - a significant minority in Iran.

Its capital, Tabriz, is a major city and trading hub far from Iran's oil-producing areas and known nuclear facilities. Buildings there are substantially built and the Iranian Students' News Agency said nobody in the city had been killed or hurt.

Homes and business premises in Iranian villages, however, are often made of concrete blocks or mud brick that can crumble and collapse in a strong quake.

Hospitals in Tabriz took in many of the injured from the surrounding villages, and city residents left their homes and crowded the streets following the two quakes, residents said.

"We were in our home on the sixth floor when the earthquake struck," said Massood, a Tabriz resident who spoke to Reuters by phone. "It took a very long time. For about 40, 45 seconds everything was shaking and we were ready for the building to collapse, but nothing happened."

His family was leaving their home and was in the stairwell when the second earthquake struck, Massood said. Ambulances were crowding a major Tabriz hospital from about midnight onward, he said, and a sizeable aftershock around 3 a.m. local time brought people out of their homes again.

"I was just on the phone talking to my mother when she said, 'There's just been an earthquake', then the line was cut," one woman from Tabriz, who lives outside Iran, wrote on Facebook.

"God, what has happened? After that I couldn't get through. God has also given me a slap, and it was very hard."

Red Crescent official Mahmoud Mozafar was quoted by Mehr news agency as saying about 16,000 people in the quake-hit area had been given emergency shelter.

Iranian health minister Marzieh Vahid Dastejerdi said the government had dispatched 48 ambulances and 500 blood bags to the worst affected areas, IRNA reported.

Officials said distribution of emergency shelter was ongoing and a field hospital was being set up in Varzaghan on Sunday to treat the injured.

Fars quoted Iranian lawmaker Abbas Falahi as saying he believed rescue workers had not yet been able to reach between 10 and 20 villages. Falahi said people in the region were in need of bread, tents and drinking water.

A local provincial official warned of more aftershocks over the next 48 hours and urged people in the area to stay outdoors.

The Turkish Red Crescent said it was sending a truck full of emergency supplies to the border. Turkey's Foreign Ministry said it had informed Iran it was ready to help.

(AP) ? Even before Wisconsin sent Paul Ryan to Congress, he was meticulously carving a path that seemed to point only upward.

As a young Capitol Hill staffer, he impressed Republican lawmakers with his hustle and intellectual curiosity. He blended quickly with an elite crop of conservative thinkers. By his 30s, he was a congressman on his way to becoming a GOP name brand with his push-the-edge budget proposals.

Ryan's climb reached new heights Saturday when Republican presidential nominee Mitt Romney announced him as his running mate.

"Mitt's Choice for VP is Paul Ryan," said a phone app Romney's team created to spread the word to supporters.

As the chairman of the House Budget Committee, Ryan gives Romney a link to Capitol Hill leadership and underscores Romney's effort to make the election a referendum on the nation's economic course. Romney also could see his standing improve in Wisconsin, a state President Barack Obama won handily four years ago but that could be much tighter this November.

Even so, Ryan has been a double-edged sword for Romney. The congressman's endorsement of Romney came at a critical stage of the GOP primaries, giving him a boost in the Wisconsin race that effectively buried Romney's final threat. But it also meant Romney was embracing the Ryan-sponsored budget proposal that Democrats fiercely target as painful to the poor and elderly.

Still, the square-jawed congressman is viewed as a bridge between the buttoned-up GOP establishment and the riled-up tea party movement.

At 42, Ryan has spent almost half of his life in the Washington fold, the last 14 representing a southern Wisconsin district that runs from the shores of Lake Michigan through farm country south of Madison.

Ryan grew up in Janesville and still lives just down the block from where he spent his boyhood. His father, a lawyer, died of a heart attack when Ryan was a teenager. It's why Ryan is a fitness buff, leading fellow lawmakers through grueling, early-morning workouts and pushing himself through mountain climbs.

That same intensity propelled him on the political front, too.

He was first exposed to Congress as a summer intern to Sen. Robert Kasten. With an economics degree in hand, Ryan worked his way through committee staff assignments, a prominent think tank and top legislative advisory roles until opportunity arose with an open seat from his home turf. He leveraged Washington connections, local ties forged through the family construction business and the backing of anti-abortion groups en route to his surprisingly comfortable victory.

As a 28-year-old, Ryan entered Congress brimming with idealistic views about forcing government to become leaner and less intrusive, principles he thought even fellow Republicans were abandoning too readily.

"One of the first lessons I learned was, even if you come to Congress believing in limited government and fiscal prudence once you get here you are bombarded with pressure to violate your conscience and your commitment to help secure the people's natural right to equal opportunity," Ryan wrote in a 2010 book.

Critics question Ryan's own consistency. They note that he backed a costly prescription drug benefit during Republican George W. Bush's presidency that added strain to the Medicare budget, which Ryan touted at the time as "one of the most critical pieces of legislation" enacted since he joined Congress. He said in a June interview with The Associated Press that he took a "defensive" vote to ward off a more expensive Senate version. More recently, Ryan served on a bipartisan presidential debt commission but balked at its report because a tax increase was on the menu of options.

He is a disciple of and past aide to the late Rep. Jack Kemp, once a GOP vice presidential nominee himself who effusively promoted tax cuts as a central tenet for economic growth.

From the title page of his idyllic "Path to Prosperity" budget plan down to the most scrutinized fine print, Ryan is adept at framing proposals in the most pleasant terms.

Ryan's opponents charge that his call to open Medicare to more private competition is too risky even if implementation would be a ways off; he counters that the latest version was fashioned in consultation with prominent Democrats in hopes of heading off an all-out program collapse that would devastate the financial security of future retirees. Foes say his plans to scale back food stamps and housing assistance are mean-spirited; Ryan describes the moves, which would allow states to further customize their welfare programs while imposing tougher time limits and work requirements, as empowerment for the downtrodden who he argues are being lulled into lives of complacency and dependency.

It took time for Ryan's own party to get fully behind his ideas. A few years ago, when Ryan first proposed dramatic changes to entitlement programs like Medicare some in the GOP were skittish because Democrats pounced on the plans as undermining the health program accessed by millions of retirees.

Kasten said Ryan's refusal to back down paid off politically.

"If all the sudden you become the dartboard for everyone on the left and you are willing to stand there and take the heat and the darts, you develop a tremendous amount of respect even from those who are throwing the darts," Kasten said. "In the beginning it's a grudging respect. It grows into a true respect."

Ryan has let opportunities to advance come and go, most recently when he opted not to seek an open U.S. Senate seat. His young family factored into his considerations; he and wife, tax attorney Janna, have a daughter and two sons.

    T-Mobile myTouch (Mid-2012)

    T-Mobile's myTouch brand started out on the high end, with smartphones?like HTC's myTouch 4G. Since then, it has changed to represent affordable, midrange phones for first-timers. Huawei's entry, the new $49.99 T-Mobile myTouch , is not to be confused with LG's model of the same name, released late last year. Thankfully, Huawei's myTouch boasts some modest improvements over?LG's?myTouch?, and remains a good buy for smartphone beginners.

    Design and Call Quality
    The myTouch measures 4.8 by 2.5 by 0.4 inches (HWD), which is the same size as the previous model, but this one weighs a heftier 4.9 ounces (LG's version is just 3.8 ounces). But that difference in weight isn't a big deal, and the myTouch feels surprisingly well built. The back of the phone is made out of a graphite-colored, rubberized black plastic, while the minimal amounts of plastic surrounding the display and on the phone's chin are shiny. It's also available in dark red. There's a myTouch logo at the top of the device, along with some T-Mobile branding and a myTouch logo on the back. The only way you'd know this phone is made by Huawei is from the battery and charging brick.

    The 4-inch display features 800-by-480-pixel resolution. It looks nice and bright, but that's the same resolution as the previous model, which has a 3.8-inch display, so you're actually getting less pixels per inch (and thus less sharpness) here. There are four haptic feedback-enabled touch keys beneath the phone's display, and I was able to type on the Swype-enabled on-screen keyboard without a problem. But if you really like to message, you may want to check out the keyboarded, but otherwise identical, new myTouch Q .

    The myTouch is a quad-band EDGE (850/900/1800/1900 MHz) and dual-band HSPA+ 14 (1700/2100 MHz) device with 802.11b/g/n Wi-Fi. It also supports T-Mobile's UMA-based Wi-Fi calling, which is a great fallback in areas with less-than-optimal T-Mobile coverage and a good way to save some money on your phone plan. Data speeds on T-Mobile's HSPA+ 14.4 network were good, but no match for HSPA+ 42. The myTouch saw an average 3.8Mbps for downloads and 1.1Mbps for uploads.

    Voices sound clear and rich in the phone's earpiece. Calls made with the phone sound a little muffled, but otherwise strong, with average noise cancellation. Calls sounded good through a?Jawbone Era?Bluetooth headset. When you trigger voice dialing over Bluetooth, it activates the phone's Genius button, which lets you issue a number of voice-based commands. The speakerphone sounds fine, and should be loud enough for most outdoor situations. Wi-Fi-based calls also sound good. Battery life was excellent, at 8 hours and 3 minutes of talk time.

    Android and Apps
    The myTouch runs Android 2.3.6 (Gingerbread) along with some pretty extensive customizations from Huawei. This is a big disappointment, as there are already two new versions of Android?4.0 (Ice Cream Sandwich) and 4.1 (Jelly Bean)?available.     MIAMI (AP) ? George Zimmerman will seek to have second-degree murder charges dismissed under Florida's "stand your ground" law in the shooting death of 17-year-old Trayvon Martin, his attorney said Thursday.

    Zimmerman, a neighborhood watch volunteer, shot Martin after a confrontation in Zimmerman's gated community in the central Florida town of Sanford, where Martin was visiting. The case drew local and nationwide protests because Zimmerman was not arrested for weeks after the shooting.

    Evidence released by prosecutors, the Zimmerman statement said, shows "clear support for a strong claim of self-defense." The statement added that Zimmerman attorney Mark O'Mara "urges everyone to be patient during this process and to reserve judgment until the evidence is presented in the 'stand your ground' hearing."

    Martin's parents have contended that Zimmerman singled out their son as he was returning from a convenience store because he was black and that it was Zimmerman's aggression that led to his death. Zimmerman, who is free on $1 million bail, faces a possible life prison sentence if convicted of second-degree murder.

    If his "stand your ground" claim succeeds, however, the criminal charges would be dismissed and Zimmerman could not be held liable in any civil action such as a wrongful death lawsuit. Prosecutors would likely appeal a successful self-defense claim.

    A spokeswoman for special prosecutor Angela Corey declined comment Thursday. An attorney for Martin's parents did not immediately return a telephone call seeking comment.

    Legal experts have said that Zimmerman's credibility is a key to his claim and that he undermined his own cause by deceiving the judge about his finances during an April bond hearing. That alleged deception led to perjury charges against Zimmerman's wife, Shellie. She has pleaded not guilty.

    Lester, who will also decide the self-defense claim, said Zimmerman "flaunted the system" by making misleading statements about how much money the couple had raised through online contributions from supporters. The judge revoked Zimmerman's initial $150,000 bond and had him returned to jail, then allowed him to be released on the higher $1 million figure with additional restrictions.
