California dairies strained by feed, milk prices

HANFORD, Calif. -- Across California, the nation's largest dairy state, dozens of dairy operators have filed for bankruptcy in recent months and many teeter on the edge of insolvency. Others have sold their herds or sent them to slaughter and given up on the business.

Experts say the Midwest drought has led to corn and soybean costs increasing by more than 50 percent this summer, stressing dairymen everywhere.

But in California, where milk prices are set by the state, prices have also lagged behind those in the rest of the nation, exacerbating the crisis.

Dairy groups filed suit in August, alleging the state failed to follow the law when it refused to increase the minimum price of milk sold for cheese to bring it in line with prices around the country.

A bill is being proposed in New Jersey that would allow terminally ill people to self-administer medications that would end their life in a dignified manner.

Democratic Assemblyman John Burzichelli introduced the Death With Dignity Act. Assisting another person with suicide in New Jersey is currently a crime.

According?to the Los Angeles Times, a person would have six months or less to live and would need to make at least two verbal requests and one written request to receive the medication. Two doctors have to certify that the patient is terminally ill, and the same two doctors have to assure that the person is making the decision voluntarily, and send the patient to counseling first.

There would be a 15-day waiting period after the first request is made, according to Burzichelli's measure. He told CBS New York, ?People should have the right, in my opinion, to control their body. This is a matter of personal conscience, a matter of personal faith, and a matter of personal choice.?

Patients who had impaired judgment will not be eligible for the law, according?to Newsmax, and hospitals maintain the right to forbid their doctors from writing the prescription for the fatal amount of medication.

Burzichelli is uncertain if the final version of his measure will need a public referendum.

Oregon and Washington are currently the only U.S. states that have the right-to-die law, according? to gantdaily.com. Since it took effect in Oregon in 1997, 596 people have died from self-administered drugs. The law passed in 2009 in Washington, and 213 people have made the choice.

New Mexico Town's Police Force Goes to the Dog

VAUGHN, New Mexico ? ?The police chief of the small eastern New Mexico town of Vaughn resigned Wednesday, leaving the town with just one certified member on its police force -- a drug-sniffing dog named Nikka.

Dave Romero, attorney for the town, said Wednesday that police Chief Ernest "Chris" Armijo decided to step down after news stories reported that he wasn't allowed to carry a gun because of his criminal background.

"He decided the attention was distracting," Romero said.

State officials said Armijo couldn't carry a gun since acknowledging that he owed tens of thousands of dollars in delinquent child support payments in Texas. Armijo also faces new felony charges after being accused of selling a town-owned rifle and pocketing the cash.

Romero said Armijo is working to clear up the latest case. He said Armijo has not ruled out seeking the police chief's position again if his case is resolved and the position is open.

According to records, the only qualified member of the Vaughn Police Department is Nikka, a drug-sniffing dog. Vaughn's other officer isn't certified and pleaded guilty to charges of assault and battery last year. Noncertified officers can't make arrests and can't carry firearms.

But Romero said not having an officer qualified to carry a gun didn't put Vaughn at risk. "England doesn't allow police officers to carry guns," he said. "Sometime the strongest weapon in law enforcement is communication."

Vaughn, a town of about 450 located 104 miles east of Albuquerque, is a quiet town that is an overnight stop for railroad workers. And while residents say there is no crime problem, the town is set deep in what U.S. Homeland Security Investigations officials say is an isolated region of the state popular with drug traffickers. Officials say the desolate roads in Guadalupe County make it hard for authorities to catch smugglers moving drugs from Mexico.

Guadalupe County Sheriff Michael Lucero said since news about the police chief's record became public his department has helped patrol Vaughn. But he said those efforts have put a slight strain on his already short-staffed department.

"I visit the town at least once a month," said Lucero. "The important thing is to keep a presence so residents know we're there to help if we're needed."

Romero said town officials are considering whether to hire another police chief or keep the department staffed with just one officer. He said it's unclear whether the town will keep the police dog, which had been in Armijo's care.

When approached by a reporter from The Associated Press at his Vaughn home, Armijo said he had no comment, and he declined to grant access to the canine for photographs or video.

The dog's kennel could be seen in Armijo's backyard, and a police truck marked "K-9" was parked in his driveway.

At Penny's Diner, residents said they were embarrassed by the attention the episode has put on the small town.

"There's just a whole lot of nothing going on here," said cook Joyce Tabor. "We have very little crime. It's quiet. So this really doesn't matter."

ArcelorMittal to shut French steel furnaces: paper

PARIS (Reuters) - Steel maker ArcelorMittal has decided to definitively shut two idled steel furnaces in northern France, prompting the Socialist government to scramble to keep the plant operational as it battles rising unemployment, newspaper Liberation said.

Industry Minister Arnaud Montebourg is due to visit the site at Florange, in the Moselle region close to Belgium and Germany, on Thursday.

Liberation reported, without citing its sources, that the Socialist government was negotiating with the world's largest steel maker to buy the two blast furnaces for a single euro so that it can then find a company willing to operate them.

The plant, which became a symbol of France's industrial decline during May's presidential election, is the last survivor of a once-bustling steel region after the neighboring ArcelorMittal mill of Gandrange was wound down despite former President Nicolas Sarkozy's promise to protect it.

Florange's furnaces were shuttered in July and October 2011 amid a slump in international steel prices.

Socialist President Francois Hollande had slammed Sarkozy's record on job creation during his successful campaign for the presidency. He vowed to revive a flagging industrial sector which has lost 750,000 jobs in the past decade.

Hollande, whose approval rating hit a fresh low of 46 percent at the weekend, has staked his reputation on reversing the upward trend in unemployment by the end of next year through state-sponsored job plans, more industrial investment and labor market reforms.

In a blow to Hollande, however, unemployment passed the psychological threshold of 3 million in August, its highest level since June 1999, data showed on Wednesday.

Amid complaints from business leaders over France's flagging competitiveness, several major companies have announced big layoffs in recent weeks, including carmaker Peugeot , retailer Carrefour and pharmaceutical firm Sanofi .

VANCOUVER ? It?s going to be games galore November 18 when Nintendo unveils 23 games, marking the launch of its new Wii U game console with its biggest launch-day game release ever.

The high definition Wii U, which is available for pre-order now, starting at $300 for the basic 8GB system in white, is the successor to Nintendo?s popular Wii console. A Deluxe Set, which comes in black, has 32GB storage, more accessories and is bundled with Nintendo Land, has a $350 price tag. Both come with a touch-screen Wii U GamePad controller.

?We?re making sure that Wii U owners will have great games to play from the moment they open the box, and that a steady stream of fun new games is always on the way,? Ron Bertram, Nintendo of Canada?s vice-president and general manager, said in a release. ?We have something for everyone, from new franchises to creative new approaches to familiar favourites.?

Wii U players can connect to the Internet to access Nintendo?s eShop to buy games and download them directly onto their game consoles and they can join Miiverse, an online gaming community.

Nintendo is promising another 29 game titles will be released for the new Nintendo Wii U before March.

New chemistry technique reproduces terpenes

Scientists at The Scripps Research Institute have shown how to synthesize in the laboratory an important set of natural compounds known as terpenes. The largest class of chemicals made by living organisms, terpenes are made within cells by some of the most complex chemical reactions found in biology.

The new technique, described in an advance online edition of the journal Nature Chemistry on September 23, 2012, mimics a crucial but obscure biochemical phenomenon that allows cells to make terpenes. The discovery may one day result in cheaper, fully synthetic versions of the cancer drug Taxol, the antimalarial compound artemisinin and hundreds of other useful terpene products.

"It's exciting for us because we're now making molecules that have never been made in the laboratory before, and we've done this by first observing what nature does," said the senior investigator for the study Ryan A. Shenvi, a chemist at Scripps Research.

Powerful Biological Functions

Terpenes take their name from one of their best-known representatives, the paint thinner turpentine?a derivative of pine sap. Many terpenes, like those in turpentine, are small, plant-made molecules that turn into vapor at relatively low temperatures and waft easily through the air. These often serve as important chemical signals for plants, and are used by humans in fragrances and flavorings.

Some terpenes are more complex, and are synthesized by plants and other organisms as powerful cellular defense mechanisms. "Having such strong biological functions can make them very useful in medicine," said Shenvi. Paclitaxel (Taxol), a widely used cancer drug, is a terpene derived from the bark of the Pacific yew tree. Artemisinin, the basis for a major class of antimalarial therapy, is a terpene made by the sweet wormwood herb. But the terpene family is highly diverse and also includes vitamin A, menthol, cholesterol and steroids.

Many terpenes, including Taxol and artemisinin, are made naturally in cells by processes that are so complicated, and so hard to understand, that chemists haven't been able to recreate them fully using organic chemistry techniques. The commercial production of these two medicines still depends on the relatively expensive harvesting of starting compounds from plants.

Taking Up the Challenge

In the new study, Shenvi and a postdoctoral researcher in his laboratory, Sergey V. Pronin, set out to recreate one of the two major terpene synthesis processes in nature. Known as tail-to-head polycyclization, this process is used by cells to make numerous complex terpenes. (The other major terpene synthesis process, head-to-tail polycyclization, is already partially reproducible with organic chemistry, and results in terpenes that include steroids.)

The tail-to-head polycyclization process begins with a relatively simple chain of carbon atoms, each of which is decorated with other, mostly hydrogen atoms. The goal of the process is to bend this linear hydrocarbon structure in a way that yields one ringlike structure, then another, and so on in a "polycyclic" chain.

A crucial feature of this process is the effective displacement of positive charge from one carbon atom on the structure to another, in just the right sequence. What makes this feat so challenging for chemists to reproduce, and even to analyze, is that this positively charged state in principle can slide along numerous alternative pathways on the emerging structure. Moreover, because it powerfully attracts negatively charged ions, this carbon-based positive charge, which chemists refer to as a carbocation ["carbo-cat-eye-on"], is inclined to snuff itself out almost immediately.

"Carbocations are notoriously tricky to include in synthetic procedures in the laboratory, because their lifetimes are so short," said Shenvi. "And yet nature has evolved tools to handle them."

Chief among these tools are cyclase enzymes, which hold terpene molecules that are under construction and use their own charged structures to protect carbocations from being quenched?at least long enough to let them do their work. Chemists who have sought to synthesize terpenes in the laboratory generally have done so without trying to mimic these enzymes' charge sequestration mechanism.

"The natural synthetic pathways were assumed to be much too difficult and maybe impossible," Shenvi said. "But we decided that we would have to recreate it somehow if we wanted to develop a broadly useful technique for making this group of terpenes."

Following Nature's Lead

Shenvi continued, ?We wanted to understand why Nature?s cyclase enzyemes work so efficiently, so we interrogated the chemical reactions that they use, and in the process discovered new basic reactivity.?

Pronin and Shenvi eventually found that a type of vinyl epoxide seems to serve as a partial substitute for cyclase enzymes. "We think that it effectively holds the negatively charged counteranion, which would otherwise follow and quench the carbocation before the reaction is complete," said Pronin.

As a demonstration of the power of their new technique, the chemists used it to make two different types of terpene, known as funebrene and cumacrene, starting from relatively simple organic chemistry ingredients. These terpene compounds had never before been fully synthesized outside of living cells.

Shenvi emphasizes that this report represents merely an initial, foundational description of this new strategy, and that technical obstacles still prevent its widespread use. "But once we can get past these obstacles, we should be able to use this new approach to fully synthesize many other valuable compounds," he said. "Basically the entire realm of terpenes will be reproducible with organic chemistry."

What-If Analysis tools are a well-kept secret in Excel, located on the Data tab, Data tools group.

Scenario manager

You've probably seen payment calculators that let you adjust terms and rate.Chances are you?ve ?plugged and played? various scenarios ending up with, ?That second scenario looked good! What was that?? Scenario Manager allows you to save ?plugs and plays? and compare them. Begin with a worksheet where you can see the formula and the values it uses.

1. Choose Scenario Manager from the What-If Analysis dropdown button.
2. Click the Add button, and create your first scenario named Original Values.
3. Put your cursor in the Changing cells: field, and select all the fields that could vary in your scenarios.
4. Click OK twice.
5. Click Add? to create another scenario and start changing the values to create the variations.

Click the Show button to see any one of them or the Summary button to see them side by side.

Goal Seek

When your formula works, but it doesn?t give you a result that you like, try Goal Seek. The Payment formula is =PMT(B2/12,B3,-B1). Let?s say you can only afford a payment of $200.

• Choose Goal Seek from the What-If Analysis dropdown button.
• Verify that your result cell is indicated in Set cell:
• Type 200 in To value: field.
• With your cursor blinking in the By changing cell: field, click the Loan Amount (or any other field you wish to vary). Click OK.

Goal Seek will show you an answer if it found one. Confirm the change by clicking OK.

Data Table

If you know that your ?what if? choices are a combination of two values, such as interest rate and term, a Data Table will work. Using your formula as the cornerstone, type a column of one variable, and a row of another to form the table border.

• Choose Data Table from the What-If Analysis dropdown button.
• Select the cell with Interest rate in the original formula (B2) for Row input cell field and Term in Months (B3) for Column input cell.

9 climbers killed, 6 missing in Nepal avalanche

KATMANDU, Nepal (AP) ? An avalanche hit climbers on a high Himalayan peak in Nepal on Sunday, leaving at least nine dead and six others missing, officials said. Many of the climbers were French or German.

Police official Basanta Bahadur Kuwar said the bodies of a Nepalese guide and a German man were recovered and that rescue pilots had spotted seven other bodies on the slopes of Mount Manaslu in northern Nepal, the eighth highest mountain in the world.

In Madrid, Spain's Foreign Ministry said one of those killed was Spanish, but did not release the person's identity.

The identities of the other victims were still being confirmed.

Ten other climbers survived the avalanche but many were injured and were flown to hospitals by rescue helicopters, Kuwar said.

Rescue pilot Pasang, who uses only one name, said three injured French citizens and two Germans had been transported to hospitals in Katmandu.

He said rescuers were also attempting to bring the bodies of the dead back to the base camp.

Weather conditions were deteriorating and it was not possible to continue air searches of the mountain Sunday afternoon, Kuwar said.

The avalanche hit the climbers at a camp at 7,000 meters (22,960 feet) early in the morning as they were preparing to head toward the summit, which is 8,156 meters (26,760 feet) high.

There were Italian, German and French teams on the mountain, with a total of 231 climbers and guides, but not all were at the higher camps, officials said.

It is currently the beginning of Nepal's autumn mountaineering season. The autumn season comes right after the end of the monsoon rains, which make weather conditions unpredictable, and is not as popular among mountaineers as the spring season, when hundreds of climbers crowd the high Himalayan peaks.

Officials were investigating the cause of Sunday's avalanche.

Nepal has eight of the 14 highest peaks in the world. Climbers have complained in recent years that climbing conditions have deteriorated and risks of accidents have increased.

Veteran mountain guide Apa, who has climbed Mount Everest a record 21 times, traveled for months across Nepal earlier this year campaigning about the effects of global warming on the mountain peaks.

He told The Associated Press the mountains now have considerably less ice and snow, making it harder for climbers to use ice axes and crampons on their boots to get a grip on the slopes.

Loose snow also increases the risk of avalanches.

Bill Amos, of Portland, Oregon, an avid mountaineer and ice climber who founded the mountaineering apparel company NW Alpine, said "it's super sad when our fellow climbers die." Amos said his initial thought when he heard about the deadly avalanche in Nepal was that the mountain was being overcrowded with climbers.

"That seems to be the same thing that's going on in Everest," he said. "All of that is overcrowding and these commercial expeditions trying to make money."

Amos added that people who venture into the mountains need to understand the risks and dangers associated with backcountry travel and be able to spot avalanche terrain and dangerous snowpack.

Apple supplier halts China factory after violence

BEIJING (AP) ? The company that makes Apple's iPhones suspended production at a factory in China on Monday after a brawl by as many as 2,000 employees at a dormitory injured 40 people.

The fight, the cause of which was under investigation, erupted Sunday night at a privately managed dormitory near a Foxconn Technology Group factory in the northern city of Taiyuan, the company and Chinese police said. A police statement reported by the official Xinhua News Agency said 5,000 officers were dispatched to the scene.

The Taiwanese-owned company declined to say whether the factory was involved in iPhone production. It said the facility, which employs 79,000 people, would suspend work Monday and reopen Tuesday.

Foxconn makes iPhones and iPads for Apple Inc. and also assembles products for Microsoft Corp. and Hewlett-Packard Co. It is one of China's biggest employers, with some 1.2 million workers in factories in Taiyuan, the southern city of Shenzhen, in Chengdu in the west and in Zhengzhou in central China.

The fight in Taiyuan started at 11 p.m. on Sunday, "drawing a large crowd of spectators and triggering chaos," a police spokesman was quoted by Xinhua as saying.

Order was restored after about four hours and several people were arrested, said the company, a unit of Taiwan's Hon Hai Precision Industry Co. It said 40 people were taken to hospitals for treatment.

The violence did not appear to be work-related, the company and police said. Comments posted on Chinese Internet bulletin boards said it might have erupted after a security guard hit an employee.

Photos posted on microblog service Sina Weibo showed broken windows, a burned vehicle and police with riot helmets, shields and clubs.

Phone calls to police headquarters and the Taiyuan city hall were not answered. People reached by phone at restaurants and other businesses in the area said they had no details about the clash.

The company has faced scrutiny over complaints in the past about wages and working hours. It raised minimum pay and promised in March to limit hours after an auditor hired by Apple found Foxconn employees regularly were required to work more than 60 hours a week.
